PROPOSAL TO OBTAIN AUTHORITY TO MAKE AVERAGED AREA RATES
Glamorgan Spring Bay Council proposes to apply for a certificate from the Director of Local Government, authorising the making, in respect of each financial year [commencing with 2012-13], an averaged area rate (AAR).
The AAR is to apply to rateable land in the following categories:
Rateable land that is used, or predominantly used, for residential purposes
Rateable land that may be classified as both (i) being used, or predominantly used, for residential purposes; and (ii) non-use land
The AAR is to apply in respect of that financial year to rateable land in the above categories, to each locality in Glamorgan Spring Bay Municipality which includes Apslawn, Bicheno, Buckland, Coles Bay, Cranbrook, Dolphin Sands, Douglas River, Friendly Beaches, Lake Leake, Levendale, Little Swanport, Nugent, Orford, Pontypool, Rheban, Rocky Hills, Spring Beach, Swansea, and Triabunna
Council intends to rate residential land using the AAR to allow Council to continue with its fairer rating model. We believe that requiring everyone in each area to pay the same rates is fairer than charging rates on the basis of the value of their individual property. This also allows individual ratepayers to have on-going certainty that future rate increases will be at reasonable levels.
The AAR will be determined by ascertaining the total revenue that would ordinarily be collected on the basis of the value of individual properties in a category and locality and dividing the revenue by the total number of properties in each category and locality. This will mean that all relevant properties in each locality will pay the same. The Council may, as part of the 2012-13 rates resolution, set different rates for one or more localities.
Interested persons are invited to make written submissions in respect of this proposal to be received by Glamorgan Spring Bay Council at the Council Office, P.O. Box 6, Triabunna Tasmania 7190, by close of business on Friday 25th May 2012
